How Military Intercepts Speed Boat With 13 Kidnapped Foreigners, Kill 137 Criminals, Arrest 170 The Defence Headquarters (DHQ) has said its troops deployed for “Operation ‘Delta Safe” have intercepted a speed boat with kidnapped 13 foreigners comprising 6 Russians and 7 Ukrainians on Lome waters.
